Community governance

Without a national identity service, “one human, one account” cannot be guaranteed. The realistic objective is a stable account anchor, non-trivial creation cost and accountable behavior.

New accounts are probationary. Reports require reproducible evidence and independent review. Contributor reputation affects triage, not unilateral truth. Account age, historical precision, relationship risk, rate limits and cooldowns reduce brigading. Highly correlated accounts are treated as one risk cluster rather than independent votes.

Cloudflare Access identities, Passkeys, invitation capacity and limited verified-domain cohorts can raise sybil cost without collecting government IDs.
